Q3 2026 Insurance Labor Market Study: Slowing Turnover, Modest Hiring Growth Ahead

The latest Semi-Annual U.S. Insurance Labor Market Study from The Jacobson Group and Aon finds 89% of insurance carriers plan to increase or maintain staff over the next 12 months, with 49% planning headcount growth. However, hiring is largely driven by backfill needs rather than expansion, and lower voluntary turnover is making recruitment harder as fewer incumbents are actively seeking new roles. Technology, underwriting, claims, actuarial, and executive positions remain the hardest to fill, while recruiting difficulty has decreased in nine of 12 role categories compared to July 2025.
