WSG Employment & Labor Group Releases European Employer of Record Report Covering 24 Jurisdictions

The World Services Group Employment & Labor Group Europe has published a comparative report analyzing how Employer of Record (EoR) arrangements are treated across 24 European jurisdictions. A key finding is that using an EoR does not fully shield client organizations from employment, tax, or regulatory liability — in many countries, responsibilities may extend beyond the EoR to the client company itself. The report notes that EoR models are not expressly recognized under law in many European markets, creating complex, jurisdiction-specific compliance obligations. Staffing agencies and multinational employers expanding cross-border workforce strategies through EoR models should review local legal requirements carefully before deployment.
