At least one manufacturer laid off five workers due to cost pressures, while an ad agency absorbed $150,000 in freelancer costs to cover employees on paid leave — a surprise compliance expense. More than half of surveyed businesses reported falling profits, with some signaling potential closures if conditions don't improve. For staffing firms, these dynamics signal both reduced placement demand from cost-pressured small business clients and possible increased demand for temp and freelance labor as firms avoid adding permanent headcount.
