Fairbanks Borough Ordinance Would Require Workforce Agreements on Major Construction Projects

The Fairbanks North Star Borough is considering Ordinance No. 2026-25, which would establish community workforce agreement (CWA) review requirements for construction projects exceeding $3.5 million, mandating apprentice labor for at least 15% of total work hours. The ordinance aims to build local skilled-trades capacity, reduce cost overruns, and streamline labor dispute resolution on complex public projects. The Associated General Contractors of Alaska, representing 640 firms, opposes the measure, arguing it would discourage local competition and raise project costs without meaningfully expanding apprenticeship capacity. The ordinance has broader implications for how municipal workforce requirements could spread to other jurisdictions as large infrastructure projects like the proposed Alaska natural gas pipeline approach.
