Dunkin' Franchise Operator and Two Staffing Firms Fined $1.46M for Massachusetts Wage and Labor Violations

Massachusetts Attorney General Andrea Joy Campbell has ordered Northern Management Group LLC and two staffing agencies — D and J Services Group LLC and Prime Management Services Corp. — to pay a combined $1.46 million in citations for wage and labor law violations. Investigators found that workers placed at more than 20 Eastern Massachusetts Dunkin' franchises were misclassified as independent contractors, routinely paid outside the state's mandated six-day wage payment window, and not compensated for travel between locations. The staffing agencies were additionally cited under Massachusetts' Temporary Workers Right to Know Law for failing to produce required job orders during the investigation. The case is a clear enforcement signal for staffing agencies operating in Massachusetts, particularly around worker classification, timely wage payment, and transparency obligations under the Temporary Workers Right to Know Law.
