Dubuque City Council Selects GMP Consultants for City Manager Executive Search

The Dubuque City Council voted unanimously to hire GMP Consultants, a Snoqualmie, Wash.-based executive search firm, to recruit a new city manager following the planned retirement of incumbent Mike Van Milligan in May 2026. GMP was chosen from nine applicants, in part for its Midwest regional focus and recruiters based in Iowa and the Twin Cities. The firm charges a flat $20,000 fee with an 18-month guarantee and has outlined a 12-week recruitment process.
