CFO Survey: Global Hiring Confidence Clashes with Restraint, Compliance Losses Universal
HR Dive · United States · Sep 21, 2026
A Safeguard Global survey of 400 CFOs in the U.S. and U.K. reveals a striking paradox: while 83% express confidence in managing cross-border hiring compliance, just 22% plan to hire globally in the next six months, and over a third are prioritizing domestic hiring or actively pulling back from international expansion. Most strikingly, every CFO surveyed admitted their organization had experienced compliance-related financial losses, with 22% reporting losses of at least $1 million. The report positions employer-of-record (EOR) services as a key solution for staffing agencies and HR teams navigating complex global hiring requirements.
