California Temporary Staffing Regulation Bill Shelved, Advocates Vow to Return

California's SAFE Act, which would have required temporary staffing agencies to prove workers' compensation insurance coverage and register with the state, passed the state Senate but stalled in the State Assembly Appropriations Committee over cost concerns. Advocates from POWER (Partnership Organization for Workplace Ethics and Reform) say the bill will be reintroduced next year, citing that nearly 10% of California's workforce is employed through temporary staffing agencies.
