California School Funding Freeze Triggers 5,700+ Teacher, Staff Layoff Notices

California's two largest education groups — the California Teachers Association and the California School Boards Association — have filed separate lawsuits against the Newsom administration over $3.9 billion in withheld Proposition 98 school funding. The funding freeze has already produced more than 2,400 preliminary layoff notices for teaching positions and over 3,300 notices for classified staff statewide. Districts including Los Angeles Unified and San Francisco Unified face multimillion-dollar shortfalls, with repayment not expected until early 2027. The wave of K-12 layoffs and position eliminations represents a significant near-term source of displaced education workers and could create staffing demand as districts scramble to backfill roles if funding is restored.
