California Bans AI-Only Firing Decisions, Mandates Layoff Disclosure

California Governor Gavin Newsom signed a suite of new workplace AI laws prohibiting employers from relying solely on AI to fire workers, using AI to assess employees' emotional states, and deploying AI surveillance in bathrooms. Companies must also notify workers when layoffs are caused by AI. The laws make California one of the first states to enact broad workplace AI regulations, with advocates expecting the framework to influence legislation in other states. Staffing firms and their clients — particularly those using AI-driven candidate screening, workforce monitoring, or automated termination workflows — should review their tools for compliance exposure, as only government agencies (not individual workers) can enforce the new statutes.
